Ever wonder what it takes to build your child’s school? This presentation will take you on the construction journey of a new school, from concept to the first day of class. You will learn about funding mechanisms, project delivery methods, timelines, design, and construction challenges, furnishing and equipping, and executing a project in the public domain.

About the Speakers

Ed Smith

Winchester Public Schools
Director of Operations
Ed Smith currently serves as the Director of Operations for Winchester Public Schools. His responsibilities include oversight of facilities and grounds, capital projects, transportation, and food services. Prior to his role in Winchester, Ed served for 12 years as Assistant Superintendent for Finance and Operations with New Kent County Public Schools where he managed the district’s $36 million operating budget and all aspects of school operations. Ed also served in the US Navy, as a Navy Supply Corps Officer, overseeing logistics in areas such as general shipboard operations, fuel movement and management, and fleet supply chain management. He retired in December of 2013, after 22 years of active duty and reserve service. Ed currently resides in Winchester with his wife, Carrie, and sons, Jack and Max.

Kevin McKew

Capital Projects Design and Construction Manager
Kevin McKew is Virginia Professional Engineer who has managed capital projects for over thirty years. Following his graduation from Virginia Tech (BSCE 1983) he worked as project engineer for Naval Facilities Engineering Command, overseeing design and construction of shore facilities at multiple Navy and Air Force installations in the Washington metropolitan area. Kevin shifted to the local government arena where he served as Chief of Project Management for Loudoun County Virginia, and then as Director of Operations for Winchester City Public Schools. He rounded out his full-time career as Executive Director of Winchester Public Schools, leading the administrative operations of the school division. He has a Master of Public Administration from George Mason University, and a Master of Education from George Washington University. Kevin currently serves in a part-time capacity managing the design and construction of capital projects for Winchester Public Schools.

The DC Chapter of the Project Management Institute is pleased to host a new quarterly meeting in Winchester, VA. Membership in PMI and/or the DC Chapter is not required, however PDUs will be available for Project Management Professionals (PMPs). The presentations delivered are educational and informative to those with an interest in the field of project management. Each event will present specific learning points, unique to the presenter's area of expertise and the subject matter discussed while directly relating to improving the practice of managing projects and leading others.
