The Office of Management and Budget (OMB) is leveraging and implementing the Technology Business Management (TBM) Council's TBM framework across Federal agencies. The TBM framework defines a business model which enables IT to run like a business. It is a decision-making framework for IT Program/Project Managers and senior leadership in making informed trade-offs of the cost, quality, and value of IT services. This presentation will provide an understanding of TBM, its impact on Federal agencies IT management, potential challenges, and best practice recommendations.

Cyndy Iwan serves as the Portfolio Management Domain Lead for Chevo Consulting, LLC (Chevo) where she develops methodologies and tools as well as leverages knowledge of industry best practices to support Chevo’s client needs. She has over 20 years of experience as an advisor and practitioner in the areas of Portfolio Management, Capital Planning and Investment Control (CPIC), Federal Financial and Budgeting Management, and Project Management. Cyndy is a member of the Federal CPIC Forum Executive Steering Committee. She was awarded the CPIC Innovation Award at the 2014 Federal CPIC Conference for leading the development of an integrated Financial/Acquisition & Investment solution as well as the CPIC EVM Alliance Award at the 2011 Federal CPIC conference for the development of the IRS CADE EVM solution. Cyndy holds a BS degree in Journalism and an MBA, both from Boston University.
