Contract Technical Project Manager/Business Analyst — Several 3-month+ Positions
Responsibilities:
Reporting to the Director of Product Development and working closely with the Technical Director, the Technical Project Manager will be responsible for overseeing all projects for the on-line channel across the business' research practice areas and 40+ member programs. Inclusive in the online channel are the program member websites, tools and benchmarking products, and ongoing software development efforts to commercialize new product offerings with a goal of building desktop services utilized by key business leaders on a day-to- day basis. Overseeing a focused team of internal and external resources, this leader will have primary responsibility for managing on-line and web based technology projects that deliver value and innovation, moving CEB's on-line efforts “beyond the PDF” towards a member oriented, interactive business model. Specific responsibilities will include:
- Owns the portfolio of Web projects including resource pools (including onshore and offshore consultants), budget, and issue and risk mitigation. Manages larger projects and leverages internal staff to run smaller projects within the portfolio and external staff to scale teams.
- Applies project management and software development processes to ensure all projects complete successfully. Collaborates with the IT Project Management Office to ensure all checkpoints are met and risks/issues are mitigated.
- Defines and implements Quality Assurance strategy for all projects to ensure scope is well defined and delivered products meet high quality standards
Qualifications:
Specifically, the successful candidate should possess:
Functional Skills:
- Substantial program and project management experience to include a minimum of 10 years of experience overseeing technology projects, ideally in a services oriented company. The successful candidate must have a proven track record of delivering large scale projects on time and within budget. The ability to drive discipline and best practices is expected.
- Background in technology is a required. The successful candidate must have several years experience playing technical roles on projects and has grown through the ranks to become a stellar project manager. Experience with Web publishing systems a big plus.
- Substantial on-line experience ideally in environments that have transformed their business models to embrace the web as a value-added channel. A background launching web initiatives in traditional publishing environments is ideal.
- A general management orientation is critical. The successful candidate must be capable of interacting with colleagues and key members to scope opportunities for the business and work with the business to define the right execution plan.

Senior Scheduler
Senior Scheduler to support the Master Scheduler. The primary roles for this position are to:
- Maintain a framework for integrating the classified schedules that make up the system;
- To work with the unclassified Program schedulers to ensure the necessary data for program control is transferred;
- Development and maintain selected classified schedules required to manage the program. The Master Schedule Engineer will work as a system engineering lead with a Government lead to achieve the schedule goals for each Spin. Specific duties include:
- Assisting the Master Scheduler defining the tactical activities and spin schedule goals during spin planning. This will include capturing descriptions of the various spin deliverables, identifying the appropriate deliverable meta-data, and reconciling conflicting delivery dates.

The SEC was created in 1934 as an independent regulatory agency. The SEC administers statutes that protect the investing public by providing full disclosure of required SEC filings, regulating the nation's securities markets, and policing and preventing fraud and manipulation in the securities and financial markets. . EDGAR is a mission critical system within the SEC developed to automate the filing, processing and dissemination of the 15 to 18 million pages of registration statements, reports and other filings received by the SEC each year. These submissions currently are received from over 28,000 registered entities and numerous individual filers.
