Stakeholder Management— The Soul of Successful Project Management Inside the Beltway
Mr. Menna, a Mission Area Director at Noblis, will reflect on his 20 years of program and project management support to the General Services Administration (GSA) Network Services telecommunications programs. All of the program and project successes achieved during his tenure have shared a common thread—careful and detailed attention to stakeholder management. Following is a brief synopsis of the work Mr. Menna and Noblis have supported for GSA. Mr. Menna will convey observations and lessons learned during his tenure, particularly in the Project Management Body of Knowledge Communications Knowledge Area and its emphasis on stakeholder management.GSA provides telecommunications infrastructure services to U.S. government agencies and departments through a variety of contractual vehicles. For more than 25 years, Noblis has supported GSA in its role by providing critical thought leadership and program support throughout three successive generations of telecommunications acquisition programs beginning with FTS2000 in 1986 and culminating with the current Networx program. Noblis has helped GSA and its multitude of stakeholders (agency customers, Congress, the Office of Management and Budget [OMB], Government Accountability Office [GAO], industry, etc.) to define and execute innovative and successful program strategies that have harnessed the technical, operational, and financial complexities of a highly dynamic technology services marketplace. Mr. Menna’s and Noblis’ efforts have brought leading edge communications and networking services to federal agencies at prices better than any in the world.
About the Speakers:
Robert R. Menna, Mission Area Director, Noblis, Inc.

As Director for the Enterprise Services Mission Area at Noblis, Mr. Menna manages a large portfolio of technology and acquisition programs and projects for public sector clients. He is responsible for all aspects of delivering professional services to large end-users of technology-based equipment and services. Mr. Menna also directs the Noblis Acquisition Center of Excellence providing a full complement of acquisition subject matter experts and tools to support acquisitions across the entire Noblis client base.
As a highly experienced technology program strategist, acquisition expert, and project manager, Mr. Menna has more than 30 years of professional experience, including more than two decades supporting government technology programs that have saved billions of dollars for taxpayers and contributed significantly to the increased efficiency and effectiveness of government. Mr. Menna has demonstrated expertise and leadership in the following areas:
- Program strategy and concept development
- Telecommunications and information technology (IT)
acquisition engineering
- Securing federal networking infrastructure
- Large-scale legacy infrastructure transition
- Modernization, metrics, and performance measures for
large-scale programs
- Effective contract negotiations
Mr. Menna pioneered the development of metrics and performance measures for the General Services Administration (GSA) telecommunications programs that have endured for 20 years. He pioneered program strategy development and acquisition methods for all major GSA telecommunications programs since the early 1990s, including FTS2000 internal re-competitions, FTS2001, Washington Interagency Telecommunications Service (WITS2001), over 30 Metro Area Acquisitions (MAAs), WITS 3, and Networx. Other programs he has supported include the Federal Aviation Administration (FAA) Telecommunications Infrastructure (FTI) acquisition and the FTI transition from the prior LINCS program. In addition to GSA and FAA, his clients have included most major federal agencies and the Department of Defense (DOD).
Mr. Menna has held technical and management positions with Texas Instruments Incorporated and Allied Signal Corporation prior to joining Noblis.
Mr. Menna holds a B.S. degree in Management Sciences and Economics from Duke University.
