About the Presentations

EVMS in the State Department

ENM's earned value management system became fully operationally on October 1, 2004. The system addresses all 32 criteria within the ANSI/EIA Standard and meets OMB's requirements for an EVMS. EVM reports are generated monthly within a few days of the end of the month, providing a granular insight into each project's performance. 

The EVMS has enabled DoS Senior Managers and ENM Project Managers to effectively plan projects and track their progress through defined milestones. The EVMS also helps management to take early action when problems arise, providing confidence at all levels that the project will meet its stated objectives.

Applying Lean Concepts in Project Management

The aim of the presentation is to refer to the basic concepts and innovative LEAN philosophy associated with project management, discuss how the development and exploration opportunities in search of efficiency become important pillars and their influence over project life cycle. Mr. Meléndez will present a point of discussion to create a forum where knowledge sharing tools and techniques that allow us to control and manage projects in pursuit of process optimization.

About the Speakers

Dominick LoGalbo, PMP

Dominick LoGalbo, PMP is the Enterprise Network Management Division Chief, Information Management Bureau, US Department of State, Washington DC.   He is responsible for secure network operations at 252 diplomatic sites world-wide.  Since joining the State Department in 1988 Mr. LoGalbo has served in a wide number of international postings including service at our Embassies to: Mexico, India, Guyana, Algeria, Syria, Iraq, and Jerusalem.  Prior to 1988 he was with the Department of Veterans Affairs also in the IT field managing an IT regional center serving 25 hospitals in Chicago Il.

Mauricio Gómez Meléndez

Mauricio has an associate degree in Mechanical Engineering and a Master in Technology Management. He is an active member of the PMI ® chapter associated with Costa Rica and he holds the Project Management Professional certification.

He is a professor at the Masters level degree in Project Management with emphasis in Quality Management at American University in Costa Rica. He has seventeen years of experience in project management, has contributed articles to the PMI network, and to the Journal of the Chamber of Construction of Costa Rica. He has presented several times at PMI ® international conference. He consults in construction project management and currently he is managing a project to install high-tech equipment for Intel of Costa Rica.
