About the Speaker

Mike Sullivan

Mike Sullivan is the Principal for Sullivan Management and Consulting, LLC. He started the firm subsequent to his retirement from the Federal Government Senior Executive Service with the purpose of helping firms and organizations excel in achieving their mission, vision, goals and objectives. His firm's expertise is program and project management, construction and contracting success.

Mike Sullivan was a civilian in Air Force Special Operations until 1985 at which time he entered the field of contracting as an intern. He worked in positions of increasing responsibility to include: research and development as a contracts troubleshooter; several foreign major systems acquisitions; and several weapons systems acquisitions and developments. In 1995, he was selected for a position in Air Force Headquarters and worked in contracting policy, DoD-wide acquisition and contracting training development and implementation, contracting workforce personnel issues, and as the Project Leader for the Air Force implementation of the DoD-wide contract writing and database system — the Standard Procurement System. In 1998, Mike was selected as the Acquisition Team Leader for the Pentagon Renovation Program with primary responsibility for developing all acquisition strategies with a focus on performance-based acquisition and management. In 1999, he was selected as the Deputy Associate Director for General Services in the Executive Office of the President with broad responsibilities in supporting the Office of the President and the White House. In 2000, he was selected into the Senior Executive Service and returned to the renovation program as the Deputy Program Manager with responsibility for day-to-day operations. He was then selected as the Program Manager with the position subsequently being revised to Director as this innovative and progressive $5.6B program expanded beyond renovation to encompass new construction and IT implementation for the Pentagon, the Alternate National Military Command Center and Pentagon relocations sites across multiple states. During his tenure with the renovation program, he was instrumental in the rebuilding of the Pentagon following the attack on September 11, 2001 and led the Secretary of Defense initiative to consolidate the National Military Command Center and Service specific Operations Centers into a single Unified Command Center directly supporting the Secretary of Defense and Chairman of the Joint Chiefs of Staff.

Mike had developed several courses and teaches as well as consults in the areas of Performance-Based Acquisition, Design-Build Construction, Contracting, Project Management and Best-Value Source Selection. He has been a teacher/guest lecturer at Penn State University, Defense Acquisition University, George Washington University, Program Management Institute (PMI), National Contract Management Association (NCMA) and Design-Build Institute of America (DBIA).

Mike has a bachelor's degree in management, a master's degree in public administration, holds professional certifications in project management, contracting and in the Design-Build method of construction project delivery. He is a member of Project Management Institute, Design-Build Institute of America and the National Contract Management Association.

Driving Directions

Directions from I-95 & Rte 50: From Rt  50, take Exit 5 (Rte 410 W), bear RIGHT onto East-West Hwy, at first light turn slight RIGHT onto Ellin Rd, make LEFT onto Harkins Rd, make first RIGHT into CSC parking lot. Stop at the guard station to provide ID & location in building.  Metro access is the Orange Line at New Carrollton; walk to tall CSC building.
