About the Program
Course Adjustment – Managing High-Level Stakeholders When Project Plans Must Change
In the course of managing major complex projects, it can sometimes become apparent that the original project plan will require significant change that would impact scope, cost and/or schedule. Particularly in a government setting, this kind of change can threaten stakeholder support and funding for your project. Andy Buckler will discuss how to work through the process of identifying the need for change and working with stakeholders, both internal and external to the organization, to build support for taking a different approach.
About the Speaker
Andy Buckler
Andy Buckler has recently become the Director of Strategy & Finance in the Small Business/Self-Employed Division. Prior to this assignment, Andy served as the Director of the new Program Integration Office in MITS. In that role, he led an effort involving over 200 people from all around the IRS to develop a solution architecture and program roadmap for modernizing the core tax accounting systems of the IRS. In addition, his office defined new program level development and management processes, building on the project level processes already in place. Before starting up the Program Integration Office, Andy served as the Associate CIO for Enterprise Services, with responsibility for software, systems, infrastructure and security architecture and engineering for both current production and modernized systems. In addition, his Business Integration organization had responsibility for development and oversight of key processes to support and control IT projects, such as the Enterprise Life Cycle, business requirements management and the development of the IRS Modernization Vision & Strategy. Prior to coming into MITS, Andy served as a Senior Advisor to the Deputy Commissioner for Operations Support, after spending six years in the SB/SE Business Systems Planning office. In that role, Andy led the development of the IRS Modernization Vision & Strategy. A 30 year veteran of the IRS, Andy has held senior management positions in a wide variety of functions throughout the Service, including the CFO’s office, International, Customer Service, Information Systems Management and the Modernization Executive’s office.

Directions from I-95 & Rte 50: From Rt 50, take Exit 5 (Rte 410 W), bear RIGHT onto East-West Hwy, at first light turn slight RIGHT onto Ellin Rd, make LEFT onto Harkins Rd, make first RIGHT into CSC parking lot. Stop at the guard station to provide ID & location in building. Metro access is the Orange Line at New Carrollton; walk to tall CSC building.
