About the Program
US Postal Service — Postal Automated Redirection System (PARS)"
The United States is a nation on the move. It's estimated that 17 percent of the country's population changes addresses each year. For the United States Postal Service (USPS), that results in about 43 million change-of-address cards and more than 5 billion pieces of mail that must be forwarded, returned to sender, or alternatively handled. The total annual cost of this activity exceeds $1 billion.
In an effort to reduce these costs, the Postal Service has deployed the Postal Automated Redirection System (PARS) which has drastically reduced the handling and processing time associated with redirected mail. To automate the process of forwarding letters the system required the deployment of over 8,000 computers and the modification of over 6,000 pieces of automation equipment at 283 processing plants.
The PARS program has revolutionized the entire mail forwarding process. The program's success was largely due to the partnership between the supplier and the USPS with an incentive based contract. During this session, the presenter will share best practices and lessons learned from which other project managers may benefit.
About the Speaker
John Keegan, PMP

John Keegan is currently the Manager for Automation Equipment with the US Postal Service Engineering Department. He is a 28-year veteran of the service with experience in delivery units and mail processing plants.
For the last 13 years John has been responsible for overseeing the acquisition and deployment of letter and flat automation equipment and software. These programs comprise of complex systems that produce significant savings for the Postal Service by reducing the need for manual labor. John manages a group of program managers that are responsible for deploying over $200 million in systems per year. The program managers are responsible for directing and overseeing the team of postal and contractor personnel for each project.
John has an undergraduate degree in Industrial Technology from the State University of New York, and an MBA from Virginia Tech.
