About the Program

So, You Want to Start a Project...

What is the best way to transform a bright idea into a chartered project? What are all the things that must be considered? Are funding, a project champion and scope enough? A good start is critical for a successful project. Jim Dumais will talk about the key issues to consider and problems to solve in launching a discretionary project. He will use the IRS' FY 2009 Information Technology spend plan development process as a case study for identifying issues and constraints, and for highlighting successes and shortcomings in starting a project.

About the Speaker

Jim Dumais, SES

Jim began his career with the IRS in 1975 as an analyst in the Statistics of Income (SOI) Division. There he developed Treasury's "Tax Model" used for forecasting the impacts of legislative, regulatory and policy changes. He then worked for the Research Division managing a number of the Service's high visibility research activities including Projections and Forecasting, Taxpayer Compliance Measurement and Small Business Assistance programs. Jim next served in a variety of management positions in the Office of the Chief of Information Officer and was a member of the team that developed the IRS' technology modernization Blueprint and served on the team that awarded the PRIME systems integration contract.

Jim joined the Senior Executive Service in 1997, first as the Director, Customer Service Systems Modernization Division and then as the Division Information Officer for Wage and Investment. From March 2003 until October 2005, Jim served as the Director of Business Systems Planning in the Small Business/Self Employed organization. In that role, he was instrumental in establishing business unit security roles and responsibilities for the IRS enterprise wide. This provided a natural transition as the Deputy Chief of Mission Assurance & Security Services. In October 2007 Jim transitioned to his current position as a project director and executive advisor in the office of the Deputy Commissioner, Services and Enforcement.

A native of Maine, Jim graduated from the University of Maine in 1975 with degrees in both Economics and Business Administration. Outside of work, Jim enjoys boating, farming and entering his dogs in competition events.

Driving Directions

Directions from I-95 & Rte 50: From Rt  50, take Exit 5 (Rte 410 W), bear RIGHT onto East-West Hwy, at first light turn slight RIGHT onto Ellin Rd, make LEFT onto Harkins Rd, make first RIGHT into CSC parking lot. Stop at the guard station to provide ID & location in building.  Metro access is the Orange Line at New Carrollton; walk to tall CSC building.
