About the Program 

Mr. Knapp will be presenting the Earned Value challenges that are unique to the Government program office.  

Specifically, he will provide insight into Government concerns, and responsibilities.  He will explore establishing solid Earned Value policy, process, and procedures to facilitate a productive working relationship with the Contractor Team, to prepare the contractor for its Earned Value Management System audit, and to formalize stakeholder expectations for the Integrated Baseline Review and Cost/Contract Performance Report/Review.  

Finally, he will present Earned Value guidance, including basic concepts and available resources.

About the Speaker

Blair Alan Knapp Jr., MSPM, PMP holds a MS in Project Management from Boston University, a BA in International Affairs/International Economics from The George Washington University, a Masters Certificate in Unix System Administration from The George Washington University, and a Masters Certificate in Project Management from Boston University.  He also holds a Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Mr. Knapp is a veteran of the US Navy, where he served first as the aviation squadron Intelligence Officer, then on staff in the Pentagon's Desert Shield/Desert Storm Joint Intelligence Center.

Mr. Knapp has been engaged in program and project management for the past seventeen years, consulting in it for the past ten.  He has specialized in IT integration, Program Management Office support, and program control.  During this time, he has worked for McDonnell Douglas Aerospace and, subsequently, The Boeing Company installing and supporting systems at such US commands as EUCOM, JAC, SHAPE, and JICPAC.  While at Boeing, he also served as the Configuration Manager for a significant IT program.  He followed these efforts as a consulting manager with Verity, Inc., a Sunnyvale California-based software company, managing its projects in its Federal market space.

Mr. Knapp joined Robbins Gioia in 2004, where he initially supported the US-VISIT Program Office as a program control analyst.  Here, he developed and maintained the program's Earned Value Plan, Policy and Procedures. He also developed and maintained the Program's Program Management Review Plan, Process and Procedures.  Currently, Mr. Knapp supports the Transportation Security Administration (TSA).  Here, he drafted the TSA EVMS Policy, MD 300.11, and supports the Office of Security Operations staff in their outreach to the program managers.

From Reston/Herndon/Dulles Airport:

  1. Head East on Dulles Airport Access Road (267).
  2. Take the VA-28 exit. Keep RIGHT at the fork in the ramp.
  3. Merge onto Sully Rd/VA-28 S. Proceed south for approximately 6 miles.
  4. Turn RIGHT onto WILLARD ROAD after crossing over RT 50.
  5. Take next LEFT onto LEE ROAD.
  6. Take next RIGHT onto CONFERENCE CENTER DRIVE.
  7. Turn RIGHT into The Washington Technology Park building (No. 15000 Conference Center Dr.)
  8. Some visitor parking is usually available in the front, but additional parking is available behind the building.
    8. Enter through the main front entrance and tell the receptionist that you are going to the PMI meeting in the auditorium, and you will be directed where to go.

From Route 66: 
From Route 66:

  1. Take the VA-28 N exit, exit number 53, towards Dulles Airport. Proceed for approximately  1.6 
  2. Bear RIGHT onto the exits for WESTFIELDS BLVD. Exit onto WESTFIELDS BLVD WESTBOUND.
  3. Bear RIGHT onto STONECROFT BLVD.
  4. Turn LEFT onto CONFERENCE CENTER DR.
  5. Turn LEFT into Washington Technology Park building. Some visitor parking is usually available in the front, but additional parking is available behind the building.
  6. Enter through the main front entrance and tell the receptionist that you are going to the PMI meeting in the auditorium, and you will be directed where to go.
