About the Program
Best Project Management and Systems Engineering Practices for Large-Scale Federal Systems
Over the past few years, much attention has focused on the fact that cost and schedule growth continues to plague many Department of Defense (DoD) and Intelligence Community (IC) acquisition programs. The question remains: Why do many programs continue to suffer from cost and schedule overruns? In this presentation the results of a study and subsequent analysis of several government defense and intelligence agency large-scale acquisition programs are discussed, highlighting the critical factors that have contributed to the current acquisition environment. The critical factors include overzealous advocacy, technology readiness levels, life-cycle cost, schedule details, requirements maturity, acquisition and contract strategy, program office personnel tenure and experience, risk management, systems engineering, and trade studies.
The study reinforces several findings from earlier studies and adds to the existing knowledge base of acquisition best practices. First, the study found that one of the golden axioms of program management remains true, namely, most unsuccessful programs fail at the beginning. And second, the results of this study are unambiguous in finding that establishing proper baseline in pre-acquisition phase offers the greatest impact on the acquisition success of a large scale acquisition program. The results of this study indicate that early pre-acquisition activities executed in a rigorous fashion can significantly reduce the risk of cost and schedule growth. The study results have identified specific best practices that should be incorporated and completed prior to entering the execution phase of a large-scale acquisition program.
About the Speaker
Steven Meier, Ph.D., PMP is a government executive with 20+ years of federal and private industry experience focused on the defense and intelligence communities. His unique experience spans positions as an independent research scientist to leading a business unit with a 70-100M+ budget and 40+ personnel. Dr. Meier is currently a Group Deputy Director at the National Reconnaissance Office and has served on numerous internal advisory teams that resulted in major organizational enhancements to program strategy and to core acquisition processes and implementation.
He is a certified Project Management Professional (PMP), certified Contractor Officer Technical Representative (COTR) Level 3, and has earned graduate certificates from Georgetown University in Executive Leadership and Business Administration. In addition, Dr. Meier has also provided thought leadership with over 30 peer-reviewed publications and presentations in the areas of acquisition strategy, project management, and technology. He has a B.S. and M.S. in Physics and received his Ph.D. degree in Electrical Engineering from the Johns Hopkins University.
