About the Program
The September meeting of the DOL PMI Sub-Chapter is being held on Wednesday, October 1st from 11:00 to 12:00 in Room C- 5515 1A-1B, of the Frances Perkins Building. This meeting will be followed by the DOL EVM monthly workshop from about 12:05 to 1:00. We will allot five minutes between meetings to allow speakers to set up their EVM briefing materials.
Please bring a brown bag lunch and join us for the monthly PMI Sub-Chapter Meetings and EVM Workshops on the first Wednesday of every month from 11:00 to 1:00. You do not need to be a member of the PMI to attend; however, if you are a PMI member, you can earn a total of two PDUs if you attend both sessions (one PDU for each session).

Registration and Costs
- The DOL brownbag luncheons are free of charge
- Membership in PMI is not required
- RSVPs are required to attend. Please let to Kim Hunter know of your plans to attend by close-of-business on Friday, September 26th.
- Briefing slides will be sent out prior to the meeting to those who RSVP they are attending the brief or have requested a copy for reference if they cannot attend. Please print the slides if you want a paper copy to take notes on during the presentations.
- We will provide a sign-in sheet for both the PMI meeting and the EVM workshop; please be sure to sign in before each session so that we can document your attendance as required for receipt of one or both PDUs. We ask that you arrive promptly for the sessions. Please see directions to the Frances Perkins Building at the end of this message.
About the Program
Bill Taylor will be sharing his experiences at the Department of Homeland Security.Mr. Taylor will be followed by an Earned Value Management workshop. This workshop is geared towards people who are currently using EVM as well as those who would like to learn more about it.
About the Speaker
Mr. Bill Taylor. Mr. Taylor is the Chief, IT Strategic Programs Division in the Office of Information Technology for the Bureau of Citizenship and Immigration Services, US Department of Homeland Security. His responsibilities include IT Governance: IT capital planning and investment management, IT portfolio management, IT strategic planning, IT performance measurement, and IT policies, procedures, and audits.
He is also a Doctoral Fellow and has been Adjunct Faculty in the Department of Decision Sciences at George Washington University's School of Business, where he taught the Executive Decision Making course in the school's MBA program and is pursuing dissertation research focused on decision making in IT portfolio management processes. He has guest lectured at the National Defense University's Information Resources Management program and at Syracuse University's School for Information Studies.
Mr. Taylor earned his MBA at the University of Michigan, majoring in Business, Economics, and Public Policy and also in Organizational Behavior. .He holds a BS degree in Engineering from the United States Military Academy at West Point.
Mr. Taylor's professional experience includes Course Director for Managerial Economics and Director of Debate at on the faculty at West Point, Manager of Public Affairs at Getty Synthetic Fuels, Director of Corporate Development at Houston Natural Gas Company, Vice President and member of the Board of Directors for Internet startup HealthScribe, Inc., and consulting assignments in both the public and private sectors with Litton PRC and with Booz Allen & Hamilton. He has also served in IT investment management positions with the US Department of Justice and the Department of Housing and Urban Development, where was instrumental in gaining a "Green" rating from OMB for HUD e-Gov programs.
Mr. Taylor's professional associations include the Institute for Operations Research and the Management Sciences (INFORMS), the Society of Cost Estimating and Analysis (SCEA), the National Defense Industrial Association (NDIA), the Association for the Advancement of Cost Engineering (AACE), and the Information Systems Audit and Control Association (ISACA). Mr. Taylor is the Chief, IT Strategic Programs Division, Office of Information Technology at the US Bureau of Citizenship and Immigration Services, Department of Homeland Security
Driving Directions
The Frances Perkins Building is located at 200 Constitution Avenue, NW. It is closest to the Judiciary Square Metro Station on the red line. Exit the train platform in the direction of 4th Street. Take two escalators to the street level, and walk straight ahead through a small plaza to 4th Street. You will see a coffee shop called the “Firehook” on your left. Cross 4th Street and veer towards the left. The large building on the left is the Frances Perkins Building. Walk around this building to the main entrance; there is a large fountain in front of the main entrance. Enter through the Visitor’s Entrance. You will need to show a photo ID at the Security Station unless you have already RSVP’d and are on an attendee list. Note that you are going to Room C-5525.
